سید عبدالرئوف موسوی مشهور به افضلی فرزند سید کاظم موسوی 1/1/1350 در تبرغنک، روستایی در شمال شرقی سنگماشه، ناحیه ای در استان غزنی (در افغانستان) دیده به جهان گشود. او در آستانه ورود به کلاس سوم بود که انقلاب شروع شد.
در حالی که جنگ بین مجاهدین و اشغالگران روسی در جریان بود، تحصیلات مقدماتی حوزوی خویش را در یک حوزه علمیه محلی به پایان رسانید. در سال 1366، به همراه برادر بزرگترش جناب حجت الاسلام حاج سید اسد الله احمدی که در حال حاضر در مقام روحانی محل ایفای وظیفه می‌نمایند، به شهر کویته واقع در کشور پاکستان عزیمت نمود. در آنجا تحت نظر عالمان فرهیخته ای چون حجت الاسلام حاج شیخ عبد الصمد اکبری، حجت الاسلام حاج شیخ محمد رضا اکبری، حجت الاسلام حاج شیخ رفیعی و دیگر بزرگان به تحصیل منطق، فقه، معانی و بیان و اصول فقه پرداخت.
گرچه قوانین حاکم بر حوزه های کوینه مثل دیگر حوزه های سنتی شیعی در جهان اسلام سختگیرانه و دست و پاگیر بود و براحتی با درس های جنبی کنار نمیآمد؛ ولی او با تلاش و پشت کار علاوه بر گذراندن دوره های رایج در حوزه های علمیه شیعی، توانست همزمان زبان های عربی و انگلیسی را نیز فراگیرد.
دکتر در سال 1373 وارد حورزه علمیه قم شد. دروس دوره تکمیلی فقه و اصول خویش را زیر نظر عالمان بزرگی چون آیت الله مکارم شیرازی و آیت الله سبحانی گذراند. او علاوه بر گذراندن دوره هایی سنتی در رشته های فلسفه، الهیات، رجال، درایه و تفسیر قرآن در حوزه، در سال 1375 وارد موسسه آموزشی و پژوهشی امام خمینی (ره) شد. با اتمام دوره کارشناسی در رشته الهیات و معارف اسلامی این موسسه، در سال 1380 وارد مقطع کارشناسی ارشد فلسفه همین موسسه گردید و در سال 1385 پس از دفاعیه موفقیت آمیز از رساله خود با موضوع «تبیین و نقد فلسفه سیاسی جان رالز» و با کسب امتثاز عالی 19/5 موفق به اخذ درجه کارشناسی ارشد در رشته فلسفه از این موسسه گردید. وی در سال 1393 پس از دفاع موفقیت‌آمیز از رساله خود با موضوع «آرمان‌شهر در فلسفه سیاسی ملاصدرا و رالز» و با کسب امتیاز عالی 19/5 موفق به اخذ درجه دکترا از جامعه المصطفی در قم گردید. وی در سال تحصیلی 93-94 جزء نخبگان جامعه المصطفی ص بوده و اکنون با رتبه استادیاری عضو هیئت علمی جامعه المصطفی ص می‌باشد.
دکتر در این مدت علاوه بر اشتغال به علم آموزی به کار پژوهش و تدریس نیز اشتغال داشته است. وی بیش از هفت سال است که به تدریس فلسفه و کلام اسلامی در جامعه المصطفی (دانشگاه المصطفی) اشتغال دارد و اکنون عضو هیئت علمی (استادیار) این دانشگاه است. وی بیش از یک سال است که در موسسه آموزشی و پژوهشی امام خمینی (ره) (موسسه آموزش عالی) نیز به تدریس مشغول است.

Dr. Sayyid Abdurrauf Afzali son of Sayyid Kazim was born on March, 21rst, 1971 at Tabarghanak, a village located to the north-east of Sangimasha, capital Jaghuri town, a district of Ghazni province of Afghanistan. He was supposed to attend third grade when revolution began.
As the war was going on between Afghans and Russian invaders, he completed his primary seminary studies at a local seminary. In 1987, he and his elder brother, Hujjatulislam Hajj Sayyid Asadullah Ahmadi, currently a cleric and a prayer leader left ّّّAfghanistan for Quetta, Pakistan where he studied logic, jurisprudence, semantics and principles of jurisprudence under well-known scholars like Hujjatulisalm Hajj Shiekh Abd al-Samad Akbari, Hujjtuislam Hajj Shiekh Muhammad Reza Akbari, Hujjatulislm Hajj Sheikh Rafei etc.
Though the regulations in Quetta seminary were tough and the restrictions were too many as elsewhere at traditional seminaries in the Shiite world, he was able to learn Arabic and English in addition to completing his routine traditional courses.
In 1994, he joined Qum Seminary in Iran. He took post-graduate courses on jurisprudence and the principles of jurisprudence under the supervision of great scholars like Ayatollah Makarim Shirazi and Ayatollah Subhani etc. In addition to the seminary routine courses on philosophy, theology, rijal, diraya, Quranic exegesis etc. he was able to join Imam Khomeini Research and Education Institute in 1996. He got from the same Institute his BA in Islamic theology in 2001 and his MA in Islamic philosophy after he defended successfully his theses on John Rawls's political philosophy in 2006. He defended his PHD Thesis in 2015. Currently he is a faculty member of al-Mustafa University in Qom, Iran.
In addition to devoting time to learning, he gave time to teaching as well as doing research works. He has taught philosophy at al-Mustafa University for the past five years and he is still teaching there. He also teaches at the Imam Khomeini Education and Research Institutes.
